Audit Trail: Special DNR Review Finds Missing Money, Poor Process

DollarsignHere's an interesting special audit of accounting processes related to potential theft earlier this year by a Department of Natural Resources employee.

The audit determined that the employee should repay the agency roughly $6,300; it also found a number of deficiencies in the area of internal financial controls.

This problem has been around for a long time, Jen. Back before Macklin was DNR chief...

I don't know if it's outright theft, or perhaps just laziness.

Speaking of DNR and money -- can anyone explain why Conservation Officers all drive big, fancy gas guzzling SUV's. I am sure they need 4WD capabilities but do they really need FORD expeditions with all the bells and whistles to wander around in the woods. They are obviously paying $10K plus more than a stripped down 4WD vehicle that would be more than sufficient for the purpose not to mention the low gas mileage which means there are significant additional operating costs. It also seems that every time i see one of these vehicle they are quite clean and shiny -- aren't they supposed to be out in the woods getting dirty, etc.

12:46, my guess is that the idea was probably suggested or floated around, but DNR officials insisted that they somehow needed to drive the larger Expeditions rather than a cheaper Explorer, Blazer or regular pickup truck. It's kinda like why Mitch Roob "justified" needing a $40k Toyota Sequoia because one of the state hundreds of Ford Taurus's simply wouldn't work.

Honey, his back hurts, he really, really needed that Sequoia (though why we taxpayers should've had to pay for it was never explained).

Let's see, she was a temp that was eventually hired. THAT explains more than the average reader would know. She was a temp because Mitch made sure all the agencies dumped a percentage of employees. DNR was ALREADY down to bone. The employees used to say often there was no fat, they were into the muscle and getting close to bones. They were not kidding. But nobody listened.
All that downsizing and reorganizing led to confusion and work not done. The lower paid employees (most under $25K) who were left to do the clerical type work were all regrouped and reassigned. That stress was compounded with a work overload due to fewer employees. With regularity, there was crisis after crisis--federal grants in jeopardy, missing receipts, missing records of vendor payments etc. etc. The staff left could not keep up. Add to that the insistance of a Mitch appointed executive that a new accounting software system "go live" before it was ready, that still has bugs. The quick solution was temps--who had to be trained. When you have to hurry you make mistakes. The disorganizer has left to work elsewhere. Those left behind struggle mightily to make things right.
And for those R anal orifices who want to chime in that state employees are crybabies, you know NOTHING if that is your attitude. NOTHING! And for a couple other posters, DNR is a more complex agency with a lot more than shooting deer to contend with. Your comments exhibit glaring ignorance and extremely limited knowledge, at least about DNR. Makes one wonder how dumb you are about other state matters. When this administration is done with it, we can only hope DNR does not mean Damn Near Ruined.
